3/7/12: 11:14 PM [Jeepgirl] [Frank26] Frank says "in the still of the night" between 2 and 4 a.m. THEY (CBI) will release a rate...and then DELTA DAWN (Delta means change)...a change in the early morning(s) will occur. Frank's conclusion is this: You'll never see anything about the National Conference. This is a precursor to the Arab Summit. M is going to visit the Kurds and it's possible that they are going to release the rate before M goes to the Kurds.
